يعد تحسين حكامة وإنتاجية العقار تحديًا كبيرا رفعه "الميثاق الثاني" من خلال مشروع "إنتاجية العقار”، الذي يستهدف 204.567 مستفيدًا والذي خصص له غلاف مالي قدره 171,2 مليون دولار أمريكي، كما يتضح من الإنجازات الرئيسية التي توجت تنفيذ المكونات الثلاث لهذا المشروع.
