Eligibility

The preliminary selection of countries eligible for MCC financial support is based on the assessment of their performance against 20 indicators, which are developed and calculated by different international institutions (World Bank, IMF, UNDP and international NGOs) and divided into three categories:

  1. good governance : political rights, civil liberties, anti-corruption, effective government, rule of law and freedom of information
  2. investment in human capital : public spending on health, public spending on primary education, protection of natural resources, immunization rates, girls' school enrolment rates and child health.
  3. promoting economic freedoms : fiscal policy, inflation, regulatory quality, trade policy, gender equity in the economy, land rights and access to land, access to credit and business creation.

The eligibility of a country depends on obtaining a score higher than the median of the group of countries belonging to the same category in terms of income (intermediate income category - lower income bracket) or lower or higher than a predetermined value, at the level of at least 10 out of 20 indicators, including obligatorily the indicator "Fight against corruption" and at least one of the two indicators "Political rights" and "Civil liberties".

The country declared eligible must ensure that it continues to pursue its reform process and improve its general policies in order to preserve its eligibility under the same conditions until the Compact is signed.

Morocco was declared eligible for a second cooperation programme (Compact II) by the MCC Board of Directors on 19 December 2012. Morocco's eligibility for MCC funding has been confirmed from year to year since then, and its performance under the Scorecard has improved: 12 indicators out of 20 are green for 2019, compared to 9 indicators in 2014.
