Procurement related to the Melkisation of the collective lands
located in the irrigation perimeter object of Compact II
The Government of the Kingdom of Morocco concluded, on November 30, 2015, a second cooperation program (Compact II) with the United States Government, represented by the Millennium Challenge Corporation (MCC), with the aim to enhance the quality of human capital and improve land productivity.
The budget allocated by MCC to the Compact II, which came into effect on June 30, 2017, amounts to 450 million dollars, to which is added a contribution of the Moroccan government of a value equivalent to at least 15% of the American contribution. The global budget will finance, over a period of five years, two projects, namely "Education and Training for Employability" and "Land Productivity", the implementation of which has been entrusted to the Millennium Challenge Account-Morocco Agency (MCA-Morocco).
As part of the Land productivity project, MCA-Morocco intends to launch, during October 2018, a call for tenders to select a consulting firm for technical and social support to the realization of the operation of melkisation of the collective lands, wholly or partly, located in the irrigation perimeters. The duration of this service is estimated at 32 months starting from contract signature. A specific procurement notice will be published on MCA-Morocco’s website: www.mcamorocco.ma.
The purpose of the Melkisation operation is to transfer ownership of the collective lands, located in the irrigation perimeters, into individual properties for the right owners. This operation will guarantee the security and stability conditions that are necessary for the development of the investments and boosting of the land market. The actions planned for this operation relate to the application of a new optimized procedure, for the Melkisation of these collective lands on a pilot zone, in terms of cost, time and in compliance with international norms and standards with regard to gender and social inclusion.
The consulting firm will be required to provide technical, logistical and social assistance to MCA-Morocco to carry out necessary activities for the Melkisation of approximately 50.000 Ha of collective lands located in the irrigation area of Gharb (Provinces of Kenitra, Sidi Kacem and Sidi Slimane / Rabat-Salé-Kénitra Region) during the base period, and around 15.000 Ha of collective lands located in the irrigation area of Tassaout Aval (Kelâat Sraghna Province / Region of Marrakech-Safi) as an optional period. The tasks related to the two periods can be carried out simultaneously.
