The implementation of Compact II requires the mobilization by the MCA-Morocco Agency of highly qualified human resources and proven skills in the fields related to Compact II projects and activities, as well as the necessary support functions (finance, procurement, infrastructure, project management, HRM, gender and social inclusion, environmental and social performance, communication, etc.).

The recruitment of all officials and agents of the MCA-Morocco Agency has been carried out in accordance with the principles and criteria stipulated by the constitutional and legal provisions on appointment to senior posts, namely equal opportunities, merit, competence, transparency, non-discrimination in all its forms and equality between men and women.

This rigorous approach is in line with the provisions of the Compact II agreement, which stipulates that Agency managers will be selected after an open, competitive and non-discriminatory recruitment and selection process.
